Any person laying a cement, concrete or asphalt driveway on a lot which is higher in grade than the lot immediately abutting upon the side of such driveway shall provide a bed of concrete, cement or asphalt at least three and one-half inches wide and three inches high above the top surface of the driveway to prevent drainage into the lower lot. In addition, the driveway shall be pitched toward the center thereof.
The driveway apron between the public sidewalk and the curb of the street, or that point where the curb will be when a street is constructed, shall consist of not less than six inches in thickness of concrete or other similar materials.
