(a) On and after the effective date of this section (Ordinance 1954-53, passed May 5, 1954) all owners of improved property in the City fronting on secondary streets or on primary streets without curbing shall be required to install and maintain a driveway drainage pipe in order to eliminate the blocking of the drainage ditches on such streets due to the lack of such driveway pipe.
(b) The Director of Service is hereby authorized to notify all owners of improved property lacking such driveway drainage pipe, in writing, to install such drainage pipe within thirty days from the date of such notice.
(c) The specifications for such drainage pipe shall be as follows:
(1) It shall be a galvanized, corrugated pipe, ten inches in diameter.
(2) The length of such pipe, when installed, shall be such that it will extend to one foot beyond either side of the driveway apron.
(d) Failure of a property owner so notified to install such drainage pipes shall give the City the privilege to install such drainage pipes and to assess such property owner for the cost of such installation pursuant to Ohio R.C. 729.01.
