(a) No sidewalk shall be repaired, replaced, realigned or otherwise changed unless a permit therefor is obtained from the Building Department. Fees for permits shall be established by separate ordinance.
(b) Engineering services furnished by the City with respect to this section shall be paid by the applicant, in advance where feasible, or with a bond or cash posted in the estimated amount to repay the City the actual cost of such services.
