1022.03 RESTORATION; DEPOSIT.
   Any person making any such opening or excavation shall take all necessary and reasonable precautions to protect the public from injury by reason of the making of such opening or excavation and shall restore the surface of the street or public place to its former condition as nearly as possible, such restoration to be made within the time specified upon the permit. If the surface is not so restored, restoration shall be made by the Director of Service at the expense of the person to whom the permit is issued. The Director may, at his or her option, whenever he or she may deem it advisable to do so, require the applicant to deposit with the Director at the time of the issuance of the permit such sum as he or she may consider sufficient to restore the surface as herein provided, which sum shall be so applied if the holder of such permit fails to make such restoration.
