(a) Standards and widths for paving and curbing State and County roads shall be governed by State and County specifications.
(b) The Master Street Plan dated November, 1963, as amended by engineering specifications and as concurred to and endorsed on each standard detailed plan by Council, dated and exhibited therein, is hereby adopted and made a part hereof as though fully rewritten herein. Copies of such Plan may be examined at the office of the Director of Service.
(c) Engineering requirements provided for herein shall be in accordance with specifications of the State Department of Transportation, in effect at the time of the improvement, except as herein provided. If, in the discretion of the City Engineer, conditions exist, such as a poor sub-base, anticipation of heavy traffic in terms of volume or weight of vehicles, compared to average volume or weight, or similar conditions, the City Engineer shall require additional reinforcing, thicker concrete, additional aggregate, additional drain tile or other improvements, or any combination of the foregoing, which are necessary to provide a sound pavement.
(d) In most instances curbing shall be four inches high by twelve inches wide integral concrete curb. However, vertical curbs shall be required in the vicinity of playgrounds, retaining walls, culverts or bridges and other areas requiring such curbs to keep vehicles in the roadway, as designated by the City Engineer.
