The motor vehicle license tax imposed by this chapter shall be at a rate of five dollars ($5.00) per motor vehicle on each and every motor vehicle the registration district of which, as defined in Ohio R.C. 4503.01, is the City. All money from the license plate fee increase collected from residents and businesses by the City each year shall be designated for concrete repair and asphalt resurfacing.
