884.05 WHEN REMOVAL PROHIBITED.
   No removal of topsoil or other materials referred to in Section 884.01 will be permitted if such removal would change or alter natural drainage from the land affected or result in the collection of stagnant water, excessive run-off, erosion or flooding of other lands. Within six months from the completion of such operation, the area affected shall be regraded to contours and grades as natural and level as possible in order to remove all abrupt breaks or banks, piles or mounds in the topography, and the affected area shall be reseeded at the applicant's expense, in accordance with the specifications of the State Department of Transportation.
   No person who operates an open pit shale or clay mine in any use district shall strip the overburden within 100 horizontal feet of the centerline of any road or within 100 horizontal feet of the property line of any property adjacent to any other property owner. The operator shall place and maintain at all times adequate fences around the area being mined.
