The fee for the permit required by Section 884.01 is an amount equal to twenty-five dollars ($25.00) for each acre foot of soil or material to be removed in, order to defray the expense of issuing the permit and inspecting the premises. The Commissioner may issue such permit by and with the consent of Council if he or she finds that all of the conditions of this chapter will be, or have been, complied with, and if he or she finds that no nuisance or hazard to any person or property will be created by such operation.
