882.08 SUSPENSION AND REVOCATION OF VEHICLE LICENSE.
   Whenever a licensee fails to make a reasonable or consistent effort to operate his taxicab for a period of sixty days, the Director of Safety may either suspend or revoke his license after giving the licensee an opportunity to show cause why his license should not be suspended or revoked. Such hearing shall be held by the Director within ten days after such sixty-day period, and the licensee shall be notified of the time and place of such hearing by registered mail. Upon failure of the licensee to show cause, the Director shall revoke or suspend the license, whichever best serves the interests of the community, and such revocation or suspension shall become effective upon notice served upon such licensee.
