Applications for licenses and certificates shall be filed with the Director of Safety on forms approved by him. Such applications shall contain a statement of the name and address of the applicant, the type of business to be transacted, the kind of equipment, the number of taxicabs to be used, the conditions of the equipment and such other facts as may be required by the Director.
The Director shall investigate and may hold a hearing upon each application for a license. The Director shall notify the applicant of his findings, whether they are that the public convenience and necessity do not justify the operation of the vehicle for which a license is desired, that the public convenience and necessity do justify the operation of the vehicle for which a license is desired.
