The Mayor shall not issue a permit required by Section 880.01 until the applicant therefor submits to the Mayor, as part of his or her application for the permit, proof of compliance with Ohio R.C. 4713.25 and the rules and regulations of the Ohio State Board of Cosmetology promulgated pursuant thereto. Further, no person shall own or operate a tanning facility without being at all times in compliance with Ohio R.C. 4713.25 and such rules and regulations.
