No person shall operate or cause to be operated through any residential district in the City any sound amplifying device, other than warning signals, mounted upon any vehicle, or through any business district of the City between the hours of 9:00 p.m. and 8:00 a.m. of the following day if such operation is accompanied by a loud and greatly annoying noise, without first obtaining a permit therefor.
Nothing contained in this section shall be deemed to apply to any sound amplifying device used for civic or charitable purposes.
