876.02 PERMIT REQUIRED; APPLICATION; FEE; INSURANCE; DISPLAY.
   (a)   No person shall use a vehicle as a snow removal vehicle on any public streets or private property in the City without first obtaining a permit. Application for such a permit shall be made to the Director of Service on forms furnished by the Service Department. The fee for such a permit shall be twenty dollars ($20.00). Such permits shall be effective for a period of one year from the date of the issuance.
   (b)   In addition to other requirements, the applicant must show proof of a commercial liability insurance covering the vehicle for which a permit is applied for in amounts not less than are prescribed by the financial security laws of the State. Such proof must be offered prior to the issuance of the permit applied for.

   (c)   Upon issuance, the permit shall be conspicuously displayed and visible from the exterior of the snow removal vehicle.
