The Mayor is hereby authorized to suspend or revoke any license granted under this chapter and to refuse to grant or renew any license to any person who violates or fails to comply with any of the provisions of this chapter, after first giving the licensee an opportunity to be heard. Sikh suspensions and revocations shall be in addition to the penalty provided in Section 866.99.
