866.05 LICENSE ISSUANCE.
   (a)   Licenses required by this chapter shall be issued only to persons who are eighteen years of age or older. Licenses shall not be issued to persons who have been adjudged insane, convicted of a felony or of a crime involving violence or moral turpitude, or found, upon investigation, by the Chief of Police, not to be of good character.
   (b)   Any person found, upon investigation by the Chief of Police, not to be of good character, shall be entitled, upon request, to a copy of such adverse finding.
   (c)   When the Mayor is satisfied that there is a necessity therefor and that the applicant is of good moral character, competency and integrity and has complied with all of the requirements of this chapter, then, upon payment of the proper license fee, the Mayor's office shall issue the license applied for.
