(a) As used in this section, "experience and fitness in the capacity involved" means sufficient financial responsibility, reputation and experience in the business, or a related business, to conduct the business in compliance with this chapter.
(b) (1) The Chief of Police may grant either of the following licenses: A license, which shall be referred to as a "pawnbroker's license," authorizing a person to engage in both of the businesses described in Section 860.01;
(2) A license, which shall be referred to as a "precious metals dealer's license," authorizing a person to engage in the business described in Section 860.01(a)(2) only.

(c) Before granting any license under this subsection, the Chief shall determine that the applicant is a person of good moral character and has experience and fitness in the capacity involved. The Chief shall require a new applicant for either a precious metals dealer's or pawnbroker's license to pay to him or her a nonrefundable, initial investigation fee of two hundred dollars ($200.00). The Chief shall require an applicant for a pawnbroker's license to pay a license fee of one thousand dollars ($1,000), which license fee shall include the entire cost of examinations or inspections, for the period of the duration of the license. The license fee for the renewal of a pawnbroker's license shall be four hundred fifty dollars ($450.00). The Chief shall require an applicant for a precious metals dealer's license to pay to him or her an initial license fee of fifty dollars ($50.00). The license fee for the renewal of a precious metals dealer's license shall also be fifty dollars ($50.00). All licenses shall be issued by the Chief and shall expire on the last day of December next following the date of their issuance. All licenses shall contain the name under which the business is to be conducted, the name of every person interested in the business and the location where the business is to be carried on. Licenses issued under this chapter shall not be transferable from the licensee to any other person and the business may be conducted only at the location for which the license is issued.
