No person shall sell or offer to sell anything on any street or other public property in the City, whether such person is on foot or in or on a vehicle or other conveyance, if the goods, wares, merchandise or other articles to be sold or offered for sale are present and in the immediate vicinity of the person selling or offering to sell the same or his or her agent. This prohibition shall not apply to Municipally sponsored activities.
