856.17 WATER, TOILET AND BATH FACILITIES; HEATING APPARATUS; CLEANLINESS.
   (a)   Each floor of the building occupied by residents shall have hot and cold running water easily accessible to the residents. There shall be one toilet for each ten residents, or fraction thereof. Also, there shall be one bath facility for each fifteen residents, or fraction thereof. All rooms, including the culinary department and dining room, shall be equipped according to and shall meet the minimum standards and requirements of City codes and/or the various departments of the City. Suitable furniture and other necessary equipment and facilities shall be provided and shall be maintained in a sound and sanitary condition.
   (b)   Every nursing home shall be provided with a safe heating apparatus installed and operated according to law, capable of maintaining a temperature in the nursing home at all times in cold weather of seventy-two degrees Fahrenheit.
   (c)   All parts of the nursing home, including furnishings and equipment, shall be kept clean and in a sanitary condition and free from flies, rodents and vermin at all times.
