(a) The Mayor's office shall refuse to issue or renew a permit required by this chapter, or may revoke or suspend such a permit, when it finds that the massage technician or the massage or bath establishment has violated any of the provisions of this chapter.
(b) The issuance, renewal, denial, suspension or revocation of a massage technician's permit, or a massage or bath establishment permit, shall be pursuant to this chapter and the appeal of any such order shall be pursuant to this section.
(c) Whenever an application for the issuance of a permit under this chapter, either original or renewal, is denied, or where the permit has been revoked or suspended under this chapter, the Mayor shall send forthwith a certified copy of the order of rejection, revocation or suspension to the applicant or permittee who may appeal such order of rejection, revocation or suspension to Council within ten days of receipt of the order. Council shall conduct a hearing upon such appeal within ten days from the receipt of a notice of appeal, in writing, from such order, and shall render its decision within ten working days, which decision shall be final.
