848.05 INVESTIGATIONS; ISSUANCE OF ESTABLISHMENT PERMITS; EFFECTIVE PERIOD; RENEWALS.
   (a)   The Mayor's office, upon receipt of an application for a massage and/or bath massage establishment, shall cause an investigation to be made of the matters set forth in the application and the sanitary conditions in and about the premises wherein and whereon it is proposed to conduct the massage and/or bath establishment designated in the application.
   Before the issuance of a permit, the Mayor's office shall request the Building Department, the Fire Chief and the Police Chief to determine compliance with applicable laws, including, but not limited to, the building, health, planning, housing, zoning and fire codes of the City, as well as this chapter.
   The Mayor's office shall issue the permit to a designated person for a specific location upon receipt of an application with endorsements of the Building Department, Fire Chief and Police Chief, unless it has been determined that either or both of the following is true:
      (1)   The operation, as proposed by the applicant, if permitted, would not be in compliance with applicable laws, including, but not limited to, the building, health, planning, housing, zoning and fire codes of the City, as well as this chapter.
      (2)   The application does not contain all the required information or the application contains a material misrepresentation.
   (b)   A permit issued pursuant to this section shall terminate on December 31 of each year, unless sooner suspended or revoked. The permit fee is proratable.
   (c)   Applications for renewals shall be filed as provided in Section 848.04, not less than thirty days nor more than sixty days prior to expiration of the current permit.
