(a) In a facility owned and operated by a hospital, the medical staff rules, regulations and policies adopted by the hospital for such care shall prevail.
(b) In a facility not owned and operated by a hospital, comparable written medical staff rules, regulations and policies shall be developed and adopted by the medical staff.
(c) A facility shall have a written policy adopted by the medical staff to provide for adequate handwashing and surgical scrub-up procedures between patient examinations, when actual contact with a patient occurs, and between surgical operative procedures, in accordance with generally accepted standards for sanitation and surgical scrub-up cleanliness.
