818.02 PERMIT AND DEPOSIT REQUIRED.
   No person shall conduct a sale of Christmas trees in the City without first obtaining a permit therefor and depositing the sum of fifty dollars ($50.00) with the City. Application for such a permit shall be made to the Mayor. The fee for such a permit shall be twenty dollars ($20.00), without proration. Such permits shall be effective for a period of thirty days following their issuance. The fifty dollar ($50.00) deposit, which shall be made at the time of the application for the permit, shall be returned to the permittee on or before January 10 of the year following the date of the issuance of the permit, provided that the lot used for the sale of Christmas trees is free and clear of all debris that resulted from the conduct of the sale of Christmas trees. If the lot is not free and clear of such debris, an authorized agent of the City will clean such lot to the satisfaction of the City and such sum as is necessary to defray the cost of such cleaning shall be deducted from such deposit. Any sum remaining after such deduction shall be returned to the permittee. If the expense of such cleaning exceeds the amount of such deposit, the permittee shall be billed for the amount by which such expense exceeds the amount of the deposit.
