(a) No person shall conduct a retail bakery or candy store business within the City without first obtaining a permit therefor. The permit shall be issued by the Mayor upon written application therefor accompanied by a fee of ten dollars ($10.00) per year. Such permits shall expire on December 31 of the year of issuance and shall not be transferable.
(b) As used in this section, "bakery" means and includes any place where the principal products offered for sale or sold at retail are baked goods, including, but not limited to, bread, cakes, pastries and cookies, and "candy store" means and includes any place where the principal products offered for sale or sold are confections or confectionary products.
