803.03 LOCATION AND DEVELOPMENT STANDARDS.
   (a)   Permitted in General Retail Districts Only. Notwithstanding any of the provisions of the Planning and Zoning Code, no person shall cause or permit the establishment of any adult entertainment business in any zoning district other than the General Retail District.
   (b)   Notice of Intent to Establish; Hearings. No person shall cause or permit the establishment of an adult entertainment business within 500 feet of another such business. Notwithstanding such requirement, no person shall cause or permit the establishment of an adult entertainment business within 500 feet of any church, library, public or private preschool, elementary, middle or secondary school, day care center, park, playground, or area zoned for residential use without providing the authorities of the church, library, school, day care center, park or playground an opportunity for a complete hearing before Council upon the advisability of the establishment of such adult entertainment business at the location requested. Written notice of the intent to establish the adult entertainment business shall be served by certified mail, return receipt requested, or by personal service, upon the authorities of the church, library, school, day care center, park or playground. A request for any hearing required by this section shall be made not later than thirty days after notice of the intent to establish the adult entertainment business, unless such date is extended by motion of Council for an additional thirty days. The establishment of an adult entertainment business shall include the opening of such business as a new business, the relocation of such business or the conversion of an existing business location to any of the uses defined to constitute an adult entertainment business.
   (c)   Minors. No person, having custody, control or supervision of any adult entertainment business, shall hire, employ or otherwise place, supervise, control or allow in any adult entertainment business any juvenile.
