(a) Except as otherwise provided in this section, all businesses operated in the City shall have an attendant or someone in charge during all hours of operation of such business.

(b) Subsection (a) hereof shall have no application to self-service laundromats, car washes, automated machines or computerized banking facilities such as are commonly situated adjacent to banks and savings and loan associations and which are activated by the use of a credit or bank card.
