(a) On or before October 15, 1984, all public utilities, businesses, corporations or persons who use P.C.B. as a component of any equipment, transformer or instrument which is located on any street, right of way or easement, and is not totally enclosed within a building, shall clearly and visibly mark the pole, box, equipment or instrument with an indication that P.C.B. is contained therein.
(b) The markings required in division (a) of this section shall be coordinated through the Fire Prevention Bureau in order to obtain approval of the manner and method for such markings. Such markings shall include, but not be limited to, a four-inch orange day-glow band, at least eight feet off the ground, and within the proximity of any equipment or device containing P.C.B.
(c) The requirements of this section are in addition to any and all other Federal, State and local requirements pertaining to the use and regulation of P.C.B. or any other similar type of contaminant.
(d) The Clerk of Council is hereby directed to certify a copy of this section to the Cleveland Electric Illuminating Company, Ohio Bell and any other public utility, business or person who is known to use the ingredient P.C.B. in any manner.
(e) Whoever violates this section is guilty of a misdemeanor of the first degree and shall be subject to the penalty provided in Section 698.02. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
