(a) No person, while upon the public streets or ways of the City, nor while riding upon any bus or public conveyance running from place to place in the City, nor in any elevator operated in any building in the City to which the public is admitted, shall so wear any hatpin that the exposed point thereof protrudes more than one-half inch beyond the crown of the hat in, upon or through which such pin is worn unless such hatpin has the point thereof covered with some sort of a blunt contrivance, guard or other safety device.

(b) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
