660.11 DRAINAGE OF LOTS; REMOVAL OF PUTRID SUBSTANCES.
   (a)   Owners or persons in control of lots or lands shall keep the same drained and free of nuisances. No person shall cause or permit water to stand or become stagnant upon any land of which he or she is the owner or which is otherwise under his or her control, custody or possession, nor cause or permit any putrid substance to be upon such land, nor cause or permit the obstruction of the natural flow of water in any culvert, covered drain or watercourse when such obstruction causes the water therein to flow backward or become stagnant, nor cause, permit or suffer to exist any culvert or drain of insufficient capacity, nor cause or permit the grading of such land in such a manner as to obstruct the natural drainage across the same, nor create any of such nuisances upon the land of another.
   (b)   Notice to owners of the accomplishment of the drainage by public authorities, under authority of Ohio R.C. 715.47, shall be in the manner provided by Ohio R.C. 715.47.

   (c)   Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues. The penalty shall be as provided in Section 698.02.
