(a) No person, including the Administration, Council and City employees, shall use the official letterhead of the City for the purpose of making any political endorsement. No person who is not a City employee shall use the City letterhead for any purpose whatsoever.
(b) As used in this section, "letterhead" means a letterhead that bears the name of the City, with or without the Municipal address, and gives the appearance that it is from or sanctioned by the City.
(c) Whoever violates this section is guilty of a misdemeanor of the first degree and shall be subject to the penalty provided in Section 698.02.
