The Mayor or any police officer of the City shall seize or direct to be seized any instrument, device or other thing used for the purpose of gambling, or on, by or with which money or other articles may be lost or won, and any such instrument, device or other thing shall be demolished or destroyed under the direction of the Mayor, upon it being adjudged by a court that such instrument, device or other thing was used, kept or intended for the purpose of gambling.
