(a) The Director of Safety shall issue a license plate bearing the license number assigned to the bicycle and the name of the City. He or she shall also issue a certificate bearing the name of the owner, the license number and the year stamped thereon.
(b) The licensee shall cause such license plate to be firmly attached to the frame of the bicycle for which issued, and to be maintained in such position as to plainly visible.
