452.12 CHAINING OF VACANT PARKING AREAS.
   (a)   No person who owns commercial or industrial property in the City with parking spaces provided thereon shall allow such property to remain vacant for a period of more than 30 days without providing a chain barricade, approved by the Director of Service, to prevent parking thereon until such property is occupied.
   (b)   The Director shall notify, by certified mail, any property owner who fails to comply with this section of such noncompliance. If the owner fails to comply within ten days of receipt of such notice, the Director shall provide such barricades as he or she deems necessary to meet the requirements of this section and shall notify the property owner and the Department of Law of the cost thereof. The property owner shall be liable for payment of all costs incurred pursuant hereto.
