416.05 WALKING ON SIDEWALKS AND STREETS.
   (a)   Where a sidewalk is provided and its use is practicable, it shall be unlawful for any pedestrian to walk along and upon an adjacent roadway.
   (b)   Where a sidewalk is not available, any pedestrian walking along and upon a highway shall walk only on a shoulder, as far as practicable from the edge of the roadway.
   (c)   Where neither a sidewalk nor a shoulder is available, any pedestrian walking along and upon a highway shall walk as near as practicable to an outside edge of the roadway, and, if on a two-way roadway, shall walk only on the left side of the roadway.
   (d)   Except as otherwise provided in Ohio R.C. 4511.13 and 4511.46, or any substantially equivalent municipal ordinances, any pedestrian upon a roadway shall yield the right-of-way to all vehicles upon the roadway.

   (e)   Recreational Sports in Streets Prohibited. No person shall be permitted to engage in, participate in, or take part in any recreational sports (excluding bicycles) in, on or upon any street within the City which obstruct or prevent movement of persons on a public street or road upon public or private property in the City. Whoever violates any of the provisions of this division (e) is guilty of a minor misdemeanor. Any person violating any of the provisions of this division (e) a second time during a one-year period is guilty of a misdemeanor of the fourth degree.
   (f)   No parent of any child or guardian of any ward shall authorize or knowingly permit any such child or ward to engage in, participate in, or take part in any recreational sports (excluding bicycles) in, on, or upon any street in the City which obstructs or prevents movement of persons on a public street or road upon public or private property in the City. Whoever violates any of the provisions of this division (f) is guilty of a minor misdemeanor. Any person violating any of the provisions of this division (f) a second time during a one-year period is guilty of a misdemeanor of the fourth degree.
