Notwithstanding the penalty provisions of this Traffic Code, any person who has violated the provisions of any section of this Traffic Code, may, upon executing and filing, within seventy-two hours after issuance of notice of violation, at the Division of Police, an instrument waiving the formal issuance of an affidavit and warrant, together with the reading of such affidavit and the right to be present personally at the trial of such action, and further waiving the right of appeal and error and authorizing a plea of guilty to be entered, pay the fines and costs indicated in a waiver of fine schedule established by the court under authority of Rule 13(C) of Ohio Traffic Rules. However, no such waiver shall be accepted as to those violations the court deems not to be waivable, as set forth in such schedule.
