406.02 AUTHORITY OF CHIEF; TEMPORARY REGULATIONS.
   The Chief of Police or the officer designated in charge of traffic control, when requested by the Director of Safety for the purpose of determining the effectiveness of methods of traffic control different from the provisions of this Traffic Code, shall have the power:
   (a)   To designated streets or parts of streets upon which there shall be no parking of vehicles or upon which there shall be parking for a limited time;
   (b)   To exclude or restrict parking on streets designated by him or her during certain hours;
   (c)   To prohibit left hand turns by vehicles at street intersections designated by him or her; and
   (d)   To close temporarily any highway or portion of the same or restrict the use thereof when required by public safety or convenience.
   The rules so adopted pursuant to this section shall be effective upon introduction of an ordinance in Council setting forth such rules and erection of signs sufficient in number to apprise the ordinarily observant person of the existence of the regulations. However, no rules adopted pursuant to this section shall be effective for more than sixty days unless approved by ordinance of Council.
