No person having in his or her business or receiving in connection with his or her profession or otherwise any number of license plates for motor vehicles not displayed upon the motor vehicle for which issued, and not called for by the owner to whom issued within five days, shall fail to notify the Division of Police of such fact immediately after such five-day period and to surrender such license plates to any police officer demanding the same.
