No person engaged in the business of making loans, purchasing notes secured by mortgage, conditional sales agreements or any other liens upon motor vehicles, or engaged in any other business involving the repossession of motor vehicles, shall fail to notify the Chief of Police or the officer in charge prior to the repossession of any motor vehicle and to give such additional information as may be required when the same is to be taken without the owner's consent or knowledge.
