The Mayor is hereby authorized and directed to establish an Employee Incentive Awards Program for all employees of the City, including first line supervisors (i.e. foremen in the Department of Service, Sergeants in the Division of Police and Captains in the Division of Fire), but excluding all other managerial personnel and elected officials. Under said Program, the aforementioned employees are encouraged to submit suggestions, which are monetarily or otherwise valuable to the City, to their respective departments, for monetary awards. Said Program shall be established within the following guidelines:
(a) Suggestions shall be of two types, namely those which have a definite monetary value and those where value cannot be stated in monetary terms, although some intangible value to the City results.
(b) For those suggestions adopted which result in monetary savings to the City, an award of up to ten percent of such savings, but not to exceed two thousand dollars ($2,000), may be made to the employee.
(c) For those suggestions adopted which do not result in monetary savings, but do have some intangible value to the City, an award of fifteen dollars ($15.00) to one hundred dollars ($100.00) may be made to the employee.
(d) There shall be established specific time limits for acknowledgment of receipt of suggestions and investigation by each department concerned.
(e) Anonymity and confidentiality of every employee submitting a suggestion shall be maintained during the investigative stage by the department involved.
(f) There shall be established a final review committee consisting of the Director of Service of the City, the City Engineer, a member of Council as designated by Council and the department head of the department involved.
(g) Any monetary award recommended by the review committee must be approved by the Mayor and authorized by resolution of Council.
