(a) All full-time employees working an average forty-hour work week shall be compensated at one and one- half times their normal hourly rates for all hours worked in excess of eight hours per day or forty hours per week.
(b) All full-time employees working an average thirty-seven and one-half hour work week, excluding directors of departments, shall be compensated at one and one-half times their normal hourly rates for all hours worked in excess of eight hours per day or forty hours per week.
(c) Compensatory time off may be given in lieu of overtime pay in accordance with subsections (a) and (b) hereof. Such compensatory time shall be earned at a rate of time and one-half.
