244.04 SPECIAL POLICE, PART-TIME POLICE AND CLERICAL HELP.
   (a)   Special police officers and part-time police officers of the Division of Police, as may be required and appointed by the Director of Safety, shall have all the powers and duties of regular police officers necessary to carry out the purpose of their appointment and shall be considered unclassified employees.
   (b)   Special police officers and part-time police officers shall have completed the course of study designated by the Ohio Peace Officers Training Council for peace officers under R.C. § 109.99 (or Rule 109:2-1-16 of the Ohio Administrative Code) prior to their appointment.
   (c)   Hourly wage classifications and pay rates shall be as those established from time to time by Council.
   (d)   No one special police officer or part-time police officer shall be scheduled more than an average of 30 hours per week for each six month period of time and in no event shall any special police officer or part-time police officer be scheduled to work more than 1,500 hours in any single calendar year.
   (e)   A special police officer or part-time police officer shall be paid an hourly rate between a Cadet Patrolman and Patrolman First Class based on the officer's level of experience as determined by the Director of Safety.
