240.05 COUNCIL APPROVAL FOR EXPENDITURES OVER $25,000.
   (a)   Any City monies expended or allocated excluding regular employee benefits, over twenty-five thousand dollars ($25,000), which have not already been authorized by contract or ordinance, are hereby required to be approved by Council.
   (b)   The Finance Director shall provide notice to Council of all expenditures that were made over ten thousand dollars ($10,000), which were not already authorized by contract or ordinance, by the regularly scheduled Council meeting following such expenditure.
