208.04 LISTS OF PERSONS TO BE NOTIFIED; MAILING OF NOTIFICATION; SPECIAL MEETINGS.
   (a)   The Clerk of the Council or the secretary or chairman of any public body of the City shall maintain lists of persons who are required to be notified of meetings under Ohio R.C. 121.22(F). Any person desiring to be included on such list shall, upon request, written or otherwise, and upon the advance payment of three dollars ($3.00) per quarter year, have his or her name and post office address included in such list and such person shall, for the remainder of the quarter year in which such fee is paid, be sent, by U.S. mail, first class delivery, advance notification of all meetings at which any specific type of public business will be discussed. The notification to be sent shall also include the agenda of the proposed meeting. No special meeting of a public body shall be held unless the notification requested herein has been placed in the mail before 12:00 noon the day prior to the date of the special meeting, and no special meeting shall be held earlier than 12:00 noon of the day following the mailing of notice, provided, however, that in the event of an emergency requiring immediate official action within a period of time which does not allow the mailing of notice as required herein, the, and in that event only, notification to the news media, pursuant to Section 208.05, shall suffice. The notice shall be sent on the day after every regularly scheduled Council meeting and it shall include the dates of meetings of Council committees and other public bodies and the date of the next regularly scheduled Council meeting.
   (b)   Any member of the news media who has requested notification under Ohio R.C. 121.22(F) shall be notified of all special meetings, in accordance with such section, by the Clerk of Council or other person responsible for notification to individuals under subsection (a) hereof.
