(A) Fee Schedule:
1. Nonresidential Fee Schedule:
(a) Scope: Nonresidential fees apply to all buildings or structures designed or constructed by an architect or structural engineer for the purposes of servicing facilities and for any kind of construction under the commercial and industrial districts or structures of a nature not directly associated with a residential use. Facilities or structures associated under this category include, but are not limited to, retail and wholesale establishments, hotels and motels, manufacturing facilities, warehousing, service, office, clubs or meeting halls, restaurants, nightclubs, and institutional facilities.
(b) Fee Breakdown: Fees for building permits shall be assessed based on the market value of the construction or improvement to be completed. The market value shall be determined based upon the value stated in the publication entitled "Means Square Foot Costs", published by R.S. Means Company, Inc., Kingston, Massachusetts, as amended from time to time, which said publication is hereby adopted by reference by the Village of Manteno.
The Code Enforcement Officer or his/her designee may accept a contract signed by the building general contractor and property owner for the work to be performed to compute the market value of construction for the sole purpose of determining the building permit fee.
All applicants of approved building permits shall be assessed nonrefundable fees as follows: Twenty five dollars ($25.00) for the permit itself and in addition thereto, the sum of eight dollars ($8.00) per one thousand dollars ($1,000.00) of the cost of valuation of construction, improvement, or any portion thereof.
2. Residential Fee Schedule:
(a) Scope: Residential fees shall apply to all single-family dwellings, multi-family dwellings, manufactured homes, including, but not limited to, their construction, repairing or beautification.
Residential fees shall also include all accessory buildings and structures, including, but not limited to, swimming pools (24 inches or deeper), room additions, remodeling, roofs, decks, fences, siding, garages, sheds, driveways, sidewalks, brickwork, patio, and patio enclosures.
(b) Fee Breakdown: Fees for building permits shall be assessed based on the "estimated cost" which shall be determined by the Code Enforcement Officer or his/her designee, who shall calculate the cost by multiplying the square footage of the proposed building or structure times the dollar cost per square foot, using the following guidelines:
Dwelling with crawl space or slab (excluding garage) | $125.00 per square foot |
Dwelling with basement (excluding garage) | $140.00 per square foot |
Attached garage | $60.00 per square foot |
Detached garage | $50.00 per square foot |
Additions | $100.00 per square foot |
Sheds | $25.00 per square foot |
Decks | $22.00 per square foot |
Roof | $150.00 per square foot |

(c) Fee Schedule: All applicants of approved building permits shall be assessed nonrefundable fees as follows: Twenty dollars ($20.00) for the permit itself and in addition thereto the sum of five dollars ($5.00) per one thousand dollars ($1,000.00) of the valuation of construction, improvement, or any portion thereof. In addition to the building permit fee, an inspection fee of forty dollars ($40.00) for each inspection required for the project shall be charged before any permit is issued. Exception: A flat fee of eight hundred dollars ($800.00) shall be charged for each new dwelling unit, and a flat fee of one thousand two hundred dollars ($1,200.00) shall be charged for each new commercial or industrial building.
(A) Re-Inspections: For every reperformance of any inspection, the building permit purchaser shall be assessed sixty dollars ($60.00) for each reinspection. This fee shall be paid prior to an occupancy permit being issued.
(B) Inspection Requests: All required inspections as identified on the building permit shall be requested by the permit holder, allowing two (2) working days for such inspection to be completed. Required inspections not requested by the building permit holder shall be considered a violation of this title and subject to penalty and fine in accordance with section 8-1-18 of this chapter.
(C) Specialized Inspections: Additional specialized inspections may be required by the code enforcement officer or his/her designee, when special circumstances warrant. Such inspection(s) shall be paid for by the building permit holder. This fee shall be paid prior to an occupancy permit being issued. (Ord. 03-38, 4-19-2004, eff. 5-1-2004; amd. (A) License Required: It shall be unlawful to engage in business in the municipality as a contractor without having first obtained a license therefor as hereinafter provided.
(B) Fee: The fee for such license shall be one hundred fifty dollars ($150.00).
(C) Term Of License: All licenses shall expire one (1) year from the date they are issued.
(D) Property/Homeowner Construction License: A property/homeowner may be the general contractor/contractor of his/her new home provided the following conditions are met:
1. For projects exceeding twenty five thousand dollars ($25,000.00) in value, the homeowner must submit a builder risk insurance policy in the amount of seventy five percent (75%) of the estimated completed value prior to obtaining a building permit.
2. All subcontractors must be licensed by the village.
3. The homeowner must live in the residence for at least a year from the date of the certificate of occupancy.
(E) Compliance With Regulations: It shall be the duty of all contractors to comply with all ordinances relating to the construction of buildings or other structures, to the construction of sidewalks, and to all laws or ordinances pertaining to or regulating the activities engaged in such construction.
(F) Insurance Required: No license shall be issued for the construction of a building or structure in the village, or for the repair or alteration of the exterior of any building or structure, unless a certificate or other proof is filed showing that the contractor carries workers' compensation insurance in accordance with state and federal law, and general liability insurance with limits of at least one million dollars ($1,000,000.00) and fifty thousand dollars ($50,000.00) on property damage liability. If the contractor due to no employees carries no workers' compensation, an affidavit must be signed at the time of licensing. If employees are later discovered on the job, the license will be revoked and a new license will be required with approval given by the village board. Repayment of license fee and a fine will apply before work can continue.
(G) Revocation Of License: Any contractor's license may be revoked by the village board for repeated violations of any ordinance relating to the construction of buildings, the use of streets, or the replacing of streets, sidewalks or parkways, or any other ordinance relating to the work performed by such contractor. Such revocation may be in addition to any fine imposed for violation of this chapter.
(H) Renewal: The village shall not renew any contractor's or subcontractor's license if, during the preceding license year, the contractor or subcontractor has been guilty of two (2) or more violations of the village's ordinances, rules or regulations. All lots, buildings, and structures in the village shall be numbered in accordance with the following plan:
(A) Every principal structure in the village shall have placed thereon, in a space on that portion of the structure closest to the right of way, visible from the street, numeric figures at least three inches (3") high, of a contrasting color.
(B) All multi-family structures shall bear the unit number on the front of the structure. Each dwelling unit shall also bear the unit number visible on every entrance door.
(C) No certificate of occupancy shall be issued unless house numbers are placed in accordance with this chapter. (Ord. 03-38, 4-19-2004, eff. 5-1-2004)
