Any person found to be moving any building on the streets of the city without first having provided insurance and bond coverage, without having procured requisite inspection, without having procured a permit, without having procured police approval or without having given notice to the Fire Department, each or all as required by the terms of this subchapter, shall be prohibited from moving the building from the point beyond where the person is found moving the building until the person first complies with the requisites of this subchapter.
