It shall be unlawful for any person to place on premises in the city an aluminum collection machine unless the person shall have permission of the owner and first obtain a permit from the city in accordance with the provisions of this subchapter and pay the fee herein provided. The permit shall be issued annually after approval of the city health officer, the payment of an annual fee of $100 and the finding by the City Manager that the conditions in § 110.11 are satisfied. The permit may be revoked at any time by the City Manager for breach of the conditions or upon objection of neighboring landowners.
