No person may act as a promoter of a mass gathering in the city unless he/she obtains a permit from the issuing officer under the provisions of this subchapter. If the owner of the property on which the mass gathering will be held is not the promoter as defined in § 98.30, the owner of the property shall also be required to obtain a permit under the provisions of this subchapter as specified and required of a promoter.
