This chapter sets forth the minimum performance standards necessary to protect water quality within the city and to establish the various public and private responsibilities for providing this protection. Further, it is the purpose of this chapter to:
(A) To maintain and improve the quality of surface water and groundwater within the city;
(B) To prohibit the illicit connections and discharges of pollutants from any user into the MS4 and natural waters within the city;
(C) To establish legal authority to carry out all inspection, surveillance and monitoring procedures necessary to ensure compliance with this chapter;
(D) To promote public awareness of the hazards involved in the improper discharge of hazardous substances, petroleum products, household hazardous waste, industrial waste, sediment from construction sites, pesticides, herbicides, fertilizers, and other contaminants into the storm sewers and natural waters of the city;
(E) To facilitate compliance with state and federal standards and permits by owners and operators of industrial and construction sites within the city;
(F) To enable the city to comply with all federal and state laws and regulations applicable to stormwater discharges.
