Reports from the United States Environmental Protection Agency's Nation Water Quality Inventory to Congress and the public indicate polluted urban runoff as one of the primary reasons for impaired water bodies throughout the nation. Most of the city is located within the Dallas/Fort Worth Urbanized Area. In order to protect the quality of water resources, preserve the quality of life for residents, and protect the health and safety of residents and the environment it is necessary to establish permissible discharges, including discharges from construction activity, to the municipal separate storm sewer system (MS4) and waterways within the city.
