(a) Legislative Intent. Pursuant to Article 141 of the City Code, the Sanitary Board for the City of Mannington, West Virginia, is tasked with the supervision and control of the custody, administration, operation and maintenance of any and all works for the collection, treatment, and disposal of sewage which may be owned or acquired by the City of Mannington. On a previous day, the Chairman of the Sanitary Board of the City of Mannington, West Virginia, presented to the Mayor and City Council of the City of Mannington a resolution regarding the inspection of lateral sewer lines of existing buildings or dwellings or those currently under construction. The City Council for the City of Mannington hereby approves of this pending resolution and passes this instant ordinance to the same effect.
(b) Inspection of Sanitary Sewer Laterals. From the effective date of this section, all sanitary sewer lateral lines serving any existing buildings/dwellings or any building or dwelling under construction be subject to inspection to assure that said sanitary sewer lines are in compliance with the rules and regulations promulgated in Ordinance 255, Article IV.
Said inspections will be conducted by the Superintendent or an authorized agent of the Sanitary Board for the City of Mannington, West Virginia. Such inspections are to be conducted to assure that no runoff from roof downspouts, foundation drains, areaway drains, or other sources of surface runoff or groundwater is diverted either directly or indirectly to a public sanitary sewer.
