The applicant for registration under this article shall also file with the City Clerk a photograph or picture of himself, taken recently, so as to identify fully such applicant. Such picture or photograph shall show at least the head and shoulders of the applicant in a clear and distinguishing manner. (Ord. 451. Passed 3-23-20.)
